Deputy Compliance Monitoring & Safety Manager (Part 145)

The ideal candidate will be responsible for ensuring that employees and projects are following the relevant regulations, including overseeing quality control and ensuring that our services comply and meet customers’ expectations.


Responsibilities:

  • Ensuring adherence to the roles and responsibilities of employees 
  • Monitoring compliance with, and adequacy of, procedures required to ensure safe operational practices and airworthy aeroplanes
  • Verifying, by monitoring activity in the maintenance fields, that the standards required by the Authority, and any additional requirements defined by the Company, are being carried out under the supervision of the relevant Post Holder
  • Administrating and controlling Quality Assurance, ensuring Company and Airworthiness Authority requirements are achieved and maintained
  • Monitoring of the implementation (with the modalities and within time limits specified) of regulations issued by aircraft registration Airworthiness Authorities and EASA/Competent Authority for the whole Company’s Departments issuing compulsory actions
  • Establishing and distributing all relevant procedures and methods inside the Organisation and extending to all operating units and any sub-contracted organisation
  • Company manuals assessment, after the Post Holders updating due to compliance with EASA/Competent Authority requirements
  • Administrating and controlling the MOE, Maintenance Procedures Manual, and Maintenance Forms
  • Checking that such procedures are followed both by the Company and by Third Parties to whom works are subcontracted or material is bought, through a systematic and open access to all parts of the Company, as well as, to any Subcontractor’s Organisation
  • Maintaining a sound knowledge of legal and legislative requirements relating to the Company’s approvals issued by EASA/Competent Authority
  • Ensure liaison with regulatory Authorities
  • Monitoring Quality standards in all matters related to EASA/Competent Authority requirements
  • Ensuring with a working plan that all known instances of non-conformity to the Quality standards, however, revealed, are investigated to the level required and that appropriate timely corrective action is taken to prevent a recurrence
  • Maintaining a periodic review with the AM to ensure corrective actions as required
  • Competent Authority Audit follow-up.
  • Maintaining a good knowledge and experience of the Company procedures to become the focus of any modification and implementation of the audit instructions and audit tasks
  • Procuring clear, concise, and accurate documentation for the audit tasks
  • Receiving and distributing inside the Organisation all EASA/Competent Authority communications
  • Ensuring that all data necessary for reference to the Quality Auditors to undertake their allocated tasks area are available
  • Performing audits i.a.w audit plan and reviewing audits conducted by other approved auditors
  • Co-ordinating and scheduling audits in accordance with the Audit Plan. 
  • Findings follow up for internal and external audits; verifying that corrective action is taken by the manager responsible in response to any finding of non-compliance
  • Monitoring the implementation and completion of corrective actions
  • Providing the Management with an independent assessment of corrective action, implementation, and completion
  • Evaluating the effectiveness of corrective action through the follow-up process
  • Reporting immediately to the Accountable Manager any incident, accident, or occurrence affecting the a/c airworthiness, for further action
  • Administration and control of all Quality Staff, evaluating specific training needs (initial and continuation) for all certified personnel involved and monitoring the effectiveness of given training
  • The effectiveness of changes resulting from proposals for corrective action identified
  • Ensuring that the Quality Assurance Programme is properly established, implemented, and maintained 
  • Approving the Concession / Exemption, ensuring the follow-up, and informing the Accountable Manager / competent authority in case of expired Concession / Exemption without closure 
  • Issuing the “Qualification Certificate” for the qualified sub-contracted organisations
  • Issue Certification Authorisations for the qualification of the company personnel
  • Removal and revocation of Certification Authorisations when necessary
  • Ensuring that Safety and Compliance Monitoring is in line with all EASA regulations

Requirements:

  • Knowledge of ICAO standards and European requirements on safety management
  • Solid understanding of management systems, including compliance monitoring systems
  • Good understanding of risk management
  • Good understanding of safety investigation techniques and root cause methodologies
  • Good understanding of human factors
  • Good understanding and promotion of a positive safety culture
  • Have practical experience and expertise in the application of Aviation Safety Standards and Safety Operating practices
  • Knowledge of Safety Management System requirements and their application
  • Knowledge of Compliance Monitoring System requirements and their application
  • Interpersonal and leadership skills
  • Have excellent organisational and communication skills
  • Highly attentive to detail
  • Data management, analytical and problem-solving skills
  • Being a team player
  • Good command of spoken and written Maltese and English

Qualifications/Experience:

  • 5 years’ experience in the Aviation industry, of which at least 1 year in the Safety, Compliance or Quality management OR
  • 2 years’ work experience in the Aviation industry and a bachelor’s degree or equivalent
