Safety & Compliance Monitoring Manager

3PLEX GROUP encompasses a group of companies based in Malta, bringing together a suite of training, aircraft operational, maintenance, and storage management solutions. To continue supporting our customers through our well-experienced and dedicated team, we are looking to recruit and join our growing team, a reliable, highly organised, and self-motivated candidate. The Safety & Compliance Monitoring Manager is the unique focal point for the development, administration, and maintenance of the organisation’s safety and compliance management system. Candidates should have practical experience and expertise in the application of aviation safety standards and safe operating practices. The chosen candidate will also be responsible to oversee the effectiveness of the compliance system through auditing, monitoring, and collaborating with internal and external stakeholders to uphold the highest safety and operational standards.

Responsibilities:

  • Perform hazard identification and risk assessment and facilitate risk management
  • Monitor that safety actions are taken in a timely manner
  • Monitor the safety performance against safety policy and objectives
  • Monitor the effectiveness of the organisation’s management system processes
  • Provide periodic reports on safety performance to the Safety Review Board and to the Organisation’s Accountable Manager
  • Ensure the maintenance of safety management documentation and records
  • Ensure that there is safety training available and that it meets acceptable standards
  • Provide advice on safety matters
  • Ensure the initiation and follow-up of internal occurrence investigations
  • Carry out audits and raise findings when necessary and follow up corrective actions
  • Facilitate Management of Change Risk Assessments and follow up mitigation actions implementation
  • Ensuring that Safety is in line with all EASA regulations
  • Ensuring compliance with EU and National regularity frameworks, including but not limited to EASA Part-M, Part-CAMO, Part IS, and TMCAD national requirements
  • Ensure CAMO activities comply with approved procedures and regulations (EU 1321/2014, and TMCAD national requirements)
  • Monitor compliance with relevant ICAO annexes and any other future standards
  • Develop and manage an annual audit plan, ensuring conformity with regulatory requirements
  • Conduct regular audits on continuing airworthiness systems and contracted and sub-contracted organisations
  • Monitor company operations, sub-contracted activities, and the effectiveness of the Compliance Monitoring System
  • Contribute to updates and amendments of Operations Manuals, Airworthiness Manuals, Management Manuals, and the Compliance Monitoring system
  • Monitor and maintain the quality and accuracy of all company handbooks and manuals
  • Ensure the competence of personnel involved in airworthiness management, and that airworthiness reviews is assessed and maintained annually
  • Authorise auditors based on competency assessments and participate in personnel competence evaluations as required
  • Provide regular feedback to the Accountable Manager regarding audit results and the status of the management system
  • Recommend approvals, limitations, or suspensions based on audit outcomes
  • Actively participate in company management and safety meetings, including Safety Review Board (SRB) meetings
  • Ensure timely and effective implementation of corrective actions in response to audit findings
  • Maintain open correspondence with relevant authorities and stakeholders

Skill requirements:

  • Knowledge of ICAO standards and European requirements on safety management
  • Good understanding of safety investigation techniques and root cause methodologies
  • Good understanding and promotion of a positive safety culture
  • Have practical experience and expertise in the application of Aviation Safety Standards and Safety Operating practices
  • Understanding of safety risks in the aviation industry
  • Knowledge of Safety Management System requirements and their application
  • Knowledge of Human Factors principles and of safety management systems based on the EU management system requirements and ICAO Annex 19
  • Knowledge of auditing techniques, including planning, conducting, and reporting
  • Proven ability to manage time and workloads effectively in a team-oriented environment

Qualifications/Experience:

  • 5 years’ of relevant work experience, of which at least 2 years in the aeronautical industry within a safety management position
  • The candidate should have a relevant engineering degree or an aircraft maintenance technician qualification with additional education that is acceptable to the Company. ‘Relevant engineering degree’ means an engineering degree from aeronautical, mechanical, electrical, electronic, avionics or other studies that are relevant to the maintenance and/or continuing airworthiness of aircraft/aircraft components. 
  • OR 5 years’ work experience to cover an appropriate combination of experience in tasks related to aircraft maintenance and/or continuing airworthiness management and/or surveillance of such tasks
  • Knowledge of a relevant sample of the type(s) of aircraft managed or maintained by 3PLEX AERO, gained through a formalised training course. These courses should be at least at a level equivalent to Part-66 Appendix III Level 1 General Familiarisation and could be provided by a Part-147 organisation, by the manufacturer, or by any other organisation accepted by the Company
  • Knowledge of aircraft maintenance methods and knowledge of EU Regulation (EU) No 1321/2014 and Regulation (EU) No 748/2012
